An enhanced right to data: how do we establish stronger rights for individuals, businesses and other actors to obtain, use and re-use data from public service providers?

Personal or commercial sensitivity can be used as an excuse. There is no reason for any public service salary to be secret (for example), having worked in private businesses where salaries were made public.When analysing which parts of council services to cut, it can be hard to get to the detail without providing data capable of identifying postholders.

Doubtful. If we are making more data available with less cheching there is a risk that personal data could be inadvertantly released.

Also if requests are followed up with queries because the data is not verified then more time/resource is required to correct errors and find the correct information.

Are existing safeguards to protect personal data and privacy measures adequate to regulate the Open Data agenda?

One of the best safeguards is to train the staff. All the staff. Train them to understand the need (and lack thereof) for personal data. So that when they come across personal data during their work, they understand when it is unnecessary and have the skills and understanding to get their own processes changed to reduce this misuse. By doing this our public servants will become more aware of personal data and will have the capability to prevent inadvertant disclosure

As you intentiion is only publish aggreated or anoymous data this should be fine. You may wish to emphasis / remind organisation through guidnace (and ensure through design) that personal identity is not revealed through a particular combnination of anonymous fields.

In my experience

A first step to this is to make it harder to collect personal data. My name and birthdate are irrelevant to my opinions, or to how muc tax I pay.

All aggreated data sets for publication must be cleansed.
